Majority Minority Districts

Per Thornburg v. Gingles (1986), the Supreme Court held that when possible, a majority-minority district should be created. Observe the heatmap depicting the non-white population in Wisconsin. For a majority-minority district to be present, Milwaukee should essentially be a district of its own.

In the 1500 simulated maps generated through this project, 449 of them yielded a majority-minority district. In the maps where no district met these criteria, we saw that the most densely populated areas of Milwaukee were divided across multiple districts. In the image on the right, purple denotes a majority-minority district.
